It was, but good hardware means a good balance between power/features and general viability as a product, a fact that consistently baffles /vr/ and our neverending obsession with potential/what-if scenarios.

It was just the wrong sort of power at the wrong time, not even THAT much power to outweigh the limitations, and ultimately expensive and clunky for the Arcade vendors that essentially were the target audience.
