We don't typically allow anyone to go back to the past to simply *live* there, but we have the ability to recreate different periods of time for people to explore. Using the advanced AI simulations (think holodecks from Star Trek) and portal tech it is possible to create places which aren't really on one timeline. That's part of what I mean when I've said that "time works differently in the future", because from the perspective of a time traveler society eras/events/potentials are more like coordinates travel to and from. In fact some people became grand architects of massive simulations which were quite popular, including many historical periods. The caveat is that if you can't convince anyone to live there with you, then you're just playing with yourself.
