There's a random dead guy in Pacifica with the same name the Netwatch agent has when you're sent into the Mall by Placide. Either the Netwatch agent killed that guy, took his credentials and scrambled your Kiroshi (keeping his identity safe, this is the most likely explanation), or somehow there's more going on with Netwatch being used as a front to attack the Voodoo Boys on a more personal and closer level than Netwatch had ever done before at that point.

Netwatch is a Brit/European corp that didn't develop shit, its an AI, probably the only one they had remaining that hadn't gone rogue yet and is intelligent enough to "keep out" anything that tries to get past it from the old net. Due to the "risk of messing with the blackwall", they have near ultimate power over the current usable net to track anyone and all information communicated on the net.

They only care when they're paid to care, or when it presents a "problem" to the corp. They DO care about the blackwall, but most people never try and fuck with it. The Voodoo Boys are the ones who do. The Blackwall is a ticking time bomb in Cyberpunk anyway, by 2077 the NUSA and even Maelstorm is breaching it, either by pure dumb luck or by investing heavy amounts of research.
TL;DR, humanity's fucked, Netwatch didn't develop the Blackwall and only made deals with it, they use their status to spy on citizens and Netrunners as the Net's authority, Rogue AIs are already piercing the Blackwall anyway, Voodoo Boys are retards
