How? There's barely any cutscenes and they mostly come from dialogue where you choose what to say - even then, they're not cutscenes, they make up under 5% of the game and it's mostly just you (if you choose to) talking to people. I don't think you know what a movie game is. The gameplay might be ass to mediocre, but they're absolutely not movie games. The Witcher 3 is just as much an action oriented open world RPG as Rise of the Ronin, the difference is that Witcher 3 doesn't have great feeling combat.
A movie game is TLOU, Until Dawn, every single game made by David Cage (besides Omikron), Life is Strange etc. Do not confuse movie games with a game that allows you to have optional chats with people that can affect narrative and what you do next.
Any game that has a forced walk and talk section should die.
