And call me a retard, but I went back to back between my actual Genesis and emu and I could not tell a difference in latency (with a real Genny controller hooked to deamon bite on PC with a CRT).
And switching on Chrono Cross between the 240p gameplay and 480i is just like on the console, it's just by default Retroarch is a piece of shit so you have to configure it properly, doesn't happen on other emus or when I tested arcade OSD.
