I always imagined Ruby would be less inclined to kids at first, having an "I'll always be in my 20s-30s" mindset where all he wants to do is hobbies/work and have fun dates/sexo with Sapphire forever, where adding responsibilities on top doesn't sound fun. Meanwhile Sapphire gets hit with natural instinct (crazy baby fever) and suddenly wants to repopulate Hoenn, so she'd be the one pestering Ruby for kids until he finally caves.
