Here in Canada we have something call a LMIA which is a labour market impact assessment. Similar to that of the PERM in a way where the employer needs to apply for one but has to prove that there are no Canadian citizens capable of getting the job before being allowed to bring in a foreign worker. There is a wage threshold between high wage and low wage streams of the LMIA. An employer who is looking for a worker in the high wage threshold typically has more leniency in their LMIA application. High wage stream implies that the impact of their work is more needed so a high wage stream LMIA will more likely be accepted.
