In practice, article 5 has been in effect since 2014. Ukraine has been under NATO control since then, its practically part of in everything but paper. Article 5 is about mutual defense, and Ukraine has been recieving aid since 2014. Article 5 doesnt mean every nation's army suddenly storms the from, its about mutual support. So article 5 has in effect for over 10 years.
