It's both. BPD presents fairly similarly to NPD, actually. The differences are in the underlying psychology. BPDs are chaotic and a consequence of reacting to their retarded emotions. NPDs are colder and more calculated.

But there's a ton of overlap (up to 40% of people with BPD have comorbid NPD), and some psychiatrists even just diagnose it all as cluster B spectrum now and treat for individual traits.
