Story time threads for manga is on topic for that board because it provides a way to interact with other anons while reading a manga, it also helps to find new stuff.
My point is that 4chan was and always will be a site oozing anime and japanese culture despite what raiders want, its everywhere on this site even on non otaku boards ,the banners advertising boards are anime ,the reaction images are anime(pic related), the way people talk is anime related with adding DESU to your post being a prime example, you could even argue that /v/ counts as otaku related with how often japanese games are discussed and mentioned here.
