It is turn-based.
It's the #1 highest requirement for a turn to take action in the game; you have to wait until it's your turn. As high priority as seclecting an action may be, that action cannot and will not happen until you wait until it's your turn.
It's turn-based.

If you love previous turn-based combat in the Final Fantasy series, and you hate the turn-based combat in FFXII, here's a fun fact: turn gambits off.
>But now they don't act at all!
Then manually choose their action. You loved that in the previous FF games, right?
>Automation isn't playing!
Then turn off gambits. Automation is now off.
>But now they don't act!
We're in a loop, now, aren't we? Your complaints are fully solved. You seem to simply have your ego upset for not playing better logic, or completely overlooking logic itself, or entirely ignorant of options to repeat previous combat logic... or are merely lying about what you like; to yourself, to use, who knows?

It's a beautiful game to listen to and explore in, too.
