It's Change of Heart, it makes a creature go against its Master for one turn. My take is that it symbolizes innocence and betrayal.
Story wise it represents a character named Bakura, who despite being a good hearted kid he's the reincarnation of an ancient bandit and the host of dark god/satan (Zorc Necrophades).
Also he's kinda girly and the angel there is a bit androgynous.

Card Lore wise this card might be related to a series of cards (Solemn) about God smiting a rebel angel and Eden IIRC. I will look into it.
