But that's false, quantity as such is prior to space and time. Schopenhauer has a knack for picking out the most retarded bits in Kant as dogma and ignoring/misunderstanding everything that's interesting in him. The general line here, that mathematics is external and can never tell you the whole truth of things, is universal to all the idealists.
