Just because it resembles Jolly Old England doesn't mean it was. No human voices we hear in the game have an English accent. I theorize that Winter Horns is the oldest settlement in the New World, due to the architecture and lack of technology. We don't see any cars there either. I think this area was largely untouched by the three corporations and likely predates them. It was likely flooded and then at least partially abandoned, possibly caused by a ship crashing into the metro that was departing from what is now known as Originull Wastes. I'm going to assume this is how Holine built Blizzard Bridge, since its design has some modern elements to it like the metal railing and streetlights, but I'm thinking it may have been originally just a stone bridge and needed repair. It seems there were several projects Holine never completed like the tunnel that Kirby travels through in the second true level.

We have a religious cult in Kirby so it's not like they haven't had religions before. Maybe the cathedral was abandoned long before the inhabitants left due to their discovery of scientific alien technology. For all we know Fecto would have been worshipped by the people if the first thing he did wasn't to drastically alter their ecosystem to a dangerous degree.

Here's another theory about the church. What if it's where Hyness' people worshipped? There was a conflict between them and the scientists that he brings up.
