Moonies need criminals to run a slave labor force for their "society" to function, still rely on Earth to continue existing, couldn't even convince a weird rock goddess to join them, and they'll still die eventually because they're not actually free of kegare. And given their constant BP-level kegare spills, I doubt they'll last longer than a century. Humanity will colonize their home before they'll even realize it.

Even the lowest Celestial is virtually invincible, possesses immense strength, and possesses genius-level intelligence and extensive knowledge of spellcraft. Some Lunarians may possess one of those qualities, but only Celestials have all three.
They can also make elixirs which are so powerful they instantly give humans superpowers. Why would the Celestials need to rely on technology when their own bodies are already beyond anything the moon could hope to achieve?

They also associate with the Lord of Heaven, who is quite likely to be the Dragon God, which puts them far beyond anything Gensokyo could offer, and unlike for Gensokyo and the Lunar Capital, it's never claimed that the Goddess of Hell is beyond them in power, so there should be individuals amongst their number who match or even outright surpass her.
