Here is what I think about ichor and its possible properties and I am not a material scientist or a chemist by any means
Raw ichor is a natural resource that has very low viscosity, it is not superfluid but it's pretty close. Processed ichor behaves almost like living liquid metal from Terminator, but it won't take any shape or do anything because it has no purpose. Arthur and Delilah created those toons with processed ichor and gave them their form. Toons are not made of cardboard, balloons, or organic food, their texture is mostly processed ichor that was later colored (I say mostly because we have toons like Rodger whose head also consists of transparent glass). Then Arthur and Delilah programmed toons' personality (by telling them who they are and what made for? I am not sure).
It's very likely that compiled processed ichor has emergent properties, toons don't have brains and yet they have consciousness and intelligence.
I am unable to explain how their eyes work and how they got formed.
Raw ichor is unhealthy and dangerous to toons, this is why they get illness when standing on pool of (supposedly raw) ichor. It possibly causes mutations in toons. It appears to be that emotional and psychological stress can transform processed ichor back into raw and that's how toons become twisted and we see raw ichor leaking from toons due to low viscosity. All of this also should possibly explain why Twisted Sprout and Blot can bend ichor and summon tentacles and hands.
