Outwards - Effects other empires, combat/Subterfuge/Diplomatic Weight bonuses
Inwards - Effects your own empire, bonuses to stability/building/ethics/edicts
Communion - Shroud related shit, enhances whatever you get out of the new stuff, unusual options like summon psionic entities
Where's my 70k per year Paradox

MAYBE they're doing it through the Biomorphosis thing where you get basic bitch stuff like Telepaths and Psi-corps and Shroud contact and then the other slots in the Psionics tree are decided by choices in the event, if so I hope for plenty more options. Psionics should really be the most customizable in how it's applied to your empire.
