Tribal society doesnt somehow mean they learn to use magic. The races have just been a thing thats been accepted, its just apart of the world. Up until 2.0 the game had been strictly adhering to its technological scifi basis, now shifu comes around and suddenly everyone can use magic and they dont want to explain shit. The games ENTIRE soul died when they stopped releasing the little tidbits explaining characters abilities
