Why do they completely lack the ability to respect people's personal space and boundaries?

Why do they lack such self awareness? Is it largely a black american thing? Is this behaviour enabled by the negrophilia of the yanks? If we had guys like Brian Shaw battering them every time they violate social etiquette, would they learn?
