you unlock more as you progress tech tree. fishing villages are shit on their own because fish is less than worthless, but if it lets you get out 20 light ships its worth it.
look at your gov reforms, laws and privileges aswell, there's probably something there.

just to illustrate, this is through 20+ sea zones
fully patrolled sea zones are under 2 per zone, going ashore is 0-15 depending on harbor quality/facilities
