Yes, Raiden's E procs off all hits regardless of origin, including Dehya's Q. Yae/Fischl would be your main source of sub-DPS though. But Raiden is obviously providing her fair share of damage per rotation from her burst naturally.
The general rotation is: (Dehya E -> Raiden E ->) Chevy Q,E -> Yae EEE -> Dehya Q -> Yae Q, EEE -> Dehya E -> Raiden Q,E -> Repeat from Chevy Q,E

You really just need her ascension passive, but I also understand if you feel like that alone won't be enough.
