You're thinking of censorship, which is not regulation. We've had regulation before anyone here was ever born. Children should not be allowed on the internet, full stop, but I believe that the responsibility should fall on the parents, and that if found to be allowing it to happen, the penalties should go on the parents for failing to accompany them. Websites won't be required to do ID tests, but instead follow the same procedure that happens on 4chan where you're just banned if you out yourself.
