they don't plan on expanding literally any of the storylines. I tried a military playthrough and used the disguise mechanic to get in good with all the factions and the military questline is literally just clearing labs with a set piece fight at the power plant.

It's also bugged and they're not going to fix it. There's so much potential with different faction quests but they're all dogshit
