Angel can do sign language. He's closer to a peer. And the authority he has is tempered by the fact that he's forced to rely on Fluttershy for everything, from communication to food to shelter. Her relationship to Angel is actually pretty similar to Discord, where Flutters is comfortable with it because she doesn't see them as fully people. Fluttershy naturally seeks out those already lesser than her to dominate. She doesn't force herself onto others except in dire circumstances(in which case she pisses me off because we get glimpses into her self-righteous and judgemental internal world. She does, in fact, have a strong moral compas but suppresses it most of the time).

She wouldn't be comfortable around you unless she had reason to think you're inferior to ponies in some way. She's the kind of person who seeks out the disabled. She'd submit to you, in the same way she "submits" to Angel and Discord, but only to the degree you can convince her you're less than her(in other words not actually in control). It's the only way she'd be comfortable with it. She's kind of a freak living on the edge of civilization for a reason.

>God, Fluttershy is perfection.
I'm more of a Maud guy myself, but Fluttershy is definitely one of the most interesting characters to think about for sure. She's insufferable and I cheer when she gets tormented throughout the show, though. She deserves Discord.
