We need something like a mandatory 30 day waiting period where the job will be posted to job boards like jobs.now (at employer expense, meaning they'll need to pay another fee on top of their $100K+ to pay for jobsnow to send their jobs to US citizens) and impose immigration fraud charges against any company which, having claimed inability to find a US candidate, obstructs the sharing of its job postings.
In other words, post-hiring, post-approval, post-payment, they'll need to be considering US applications, and they'll need to be approving some of them to avoid investigation and enforcement operations. Some of these $100K payments will end up being for naught, and US candidates will get those jobs.
