NAR jockeys just have more chance to ride over all, I think. They race more than JAR jockeys, get more chance to try out different horses, and have more competition between the various racecourses. It's how you get people like Tosaki or Ankatsu. Ooi in general is just bless with a lot of funding and a lot of graded races.
