The jerky movements of the enemies felt scary, especially compared to a lot of later SH enemies which moved like molasses. Some of the level design between the small rural houses and empty streets felt spooky. The scarecrow puzzle having hidden scares definitely stood out the most. Haven't finished yet though so there could be more.
As for the Team Silent games, the only SH that I found truly scary were 1 and 4. SH2 felt more depressing with standout levels like the Labyrinth. 3 I barely found scary at all aside from that one room with the mannequin/mirror, more like it just felt very lonely. So Silent Hill f is already doing better in that regard but "scare factor" isn't the only thing that matters to me when it comes to horror games. I'm really liking the spooky supernatural lore being hinted about the town though.
