I think JP (愛よ) got it figured out to some extent, we seem to be on around the same time.
For GL, from what I've seen this week, my union seems to be active between 9am-11am CET and 9pm-12am CET. It's based on about half the union since the other half doesn't seem that active when it comes to doing raids.
Interestingly, mornings might be when it's best to host raids because of how little hosted raids there are at that time making it easy to find people helping out and because that's around the time LP is about to cap again for the players who were farming around reset.
To me this means there's no need to make timezone specific unions, especially since it doesn't necessarily mean the times will fit anyone in that timezone.
Also, after a week of playing, it seems that for most players coordination is only necessary if the goal is to get a lvl 13 clear per day for a slightly higher chance at better rewards. There aren't many players able to survive lvl 13 and get a good score and the rewards are RNG anyway, so I'm not sure it's really worth all of the organization honestly. Rather than timezones, it's whales who need to organize to find unions with other whales that can help them farm 17 reliably.
