You're spinning it as some agenda-driven conspiracy. The motivation is that Hawley wanted to give Morrow his "you've been gone for 65 years and your daughter grew up and died while you were gone" backstory - even though his character doesn't really need that for his motivations and tragedy to work and make sense.
