It makes sense when you think about it. All of those games are PvP games with a lot going on at once that demand a lot of skill from the player, which is why there's less people who would want to play it and more who'd rather see someone play it optimally.
Genshin is a casual exploration game, with a very laid back atmosphere. Watching someone play Genshin is just watching someone bumble around like an idiot at their own pace, or reading a quest. You'd much rather do this yourself by jumping into the game.

Star Rail is a game built to be watched. Being an autobattler, the focus is in the bells and whistles that are cinematics and stories. With no gameplay to speak of, the viewing experience is all there is, so viewing experience is where it succeeds.
