90% of bejita's character is literally about surpassing goku and him seething at goku being stronger than him but ok. Toriyama even added a panel yers later after the series ended to showcase this in the Kanzenban edition kek. The only time Bejita was outright stronger than Goku was in the Saiyan Saga.
