There's this thing called 'collateral damage' and I don't know why Yelena's country (which she fled...) should have been spared? Plus Hizuru were just two-faced moneygrubbers, but even if they were genuinely diplomatic, they had apparently fallen out with Paradis before they realized the resources they had they could exploit for money. It sucks that exploitation is seen as "goodwill" just because the rest of the world were comparatively genocidal against Paradis. Marley was unfortunately both.
