there is a wordplay and common root of these words yes, but:
1. the words evolved independendly, one to mean "danger" and other to mean well weather conditions
2. when you're translating words and especially names and especially names of epoch-defining leaders, you dont try to score up puns or whatever. again if Ivan's name was strictly about thunder it'd be grozovoyu (but it wasnt).
