Anyone who uses this or similar scenes as a criticism of Dragon Ball is self-reporting as a retarded zoomer who started with Kai, DBZA, or Super. This comes from a time when tension actually meant something, especially for a fight that had been built up since the beginning of the arc. There was a palpable rivalry between Yamcha and Tenshinhan, and instead of just rushing into the battle, this scene serves to amplify and extend that buildup. Both fighters are confident, but they're being careful. Despite all his arrogance, Tenshinhan is very aware that Yamcha isn't a weakling. He doesn't respect the Turtle School, but he acknowledges Roshi's strength and recognizes that a student who trained under him is unlikely to be a pushover.
Likewise, Yamcha is tipped off by Roshi's rivalry with Shen and the Crane School that they are a force to be reckoned with, otherwise Roshi wouldn't view them as rivals and potential threats. To him, this is the perfect way to establish himself as worthy of Roshi's training, and as a true Turtle School student.
All of this is accomplished with very little dialogue and before the fight even starts. Z and especially trash like Super have absolutely nothing approaching this sort of quiet, drawn-out tension. It makes the battle that follows even more impactful. Zoomers just want instant gratification, so they get filtered by things like this, and that's why their opinions are to be discarded on sight.
