There is however nuance, because it's an idea from the EU bureaucrats, we will see some 4D chess moves where they will pretend that it isn't stealing... and as long as a critical mass of sheeple don't react, it won't really be noticed.
As you know from FRB, all deposits are already leveraged by the bank on a 90% basis (or more if the bank is lending to institutional clients). So 100€ in the bank allows the bank to lend 90€ who are then deposited in the same bank and then 81% are lended from that deposit.
This is "money that just sits there".
The EU will either offer "investment savings accounts" where the bank has 0% reserves and can provide slightly more interest.
Or they will just leverage the banks assets and have an investment vehicle where they gamble with the banks deposits and use them as collateral.
The latter is the riskiest and also the most likely since any bankruptcies will be double in size, while the EU don't have to convince anyone to invest against their will and reason.

That's the weirdest part.
Instead of investing in low cost, mass producable systems and weapons domestically....
We buy the most overpriced (proven) garbage from muttmerica... who can't even produce the systems they sell in reasonable quantities.
And we also do our best to screw up the energy system, making any industrial endaevour near impossible.
