Cartel ships is the new WMD's. Watch the USA get attacked by sleeper cell action. It would only take about a dozen small groups of people armed with decently powered rifles or small IEDs to disable almost the entire power grid. Most of the country would become an absolute chaos in hours of this happening. This would, of course, be a great way to seize more governmental power and further sidestep the constitution, martial law, roundup of dissidents, FEMA Camps, etc etc
