Because the stories are told from Shadow's viewpoint and plot focus. Its to emphasize Shadow's character being developed or narrating how he does things in his story, Rouge mostly is gonna show up and need his help and work with him since she's his Tails and closest companion. If Rouge is with Shadow, she's mostly gonna have everything planned out and establishes her competence to Shadow openly plus makes her better than any female in the series being the right hand woman to the ultimate lifeform, with the exception of Blaze.

That's what Rouge thinks, Shadow has shown he would go to ends of the earth for her and Omega and show emotion if he cant save them in time. In the crossworlds animation, he basically puts her before himself and saves her before she crashes. Shadow keeps himself vague to others his actions let him be know hes he does care but he wont openly express it
