After posting this, I'm realizing that they just took a lot of fun away from the game. Since the illegals won't take them as seriously. But, at the same time helps in the acheme of thinga, since now they won't pay attention to the alerts as much. So ICE has a better chance of catching the stragglers who decide not to flee
