I mean, a much smaller anti-tank round uses a similar principle to penetrate like a foot of solid steel. Scaled up from a foot long to 20 feet long, with the mass of the explosive going up by a cubic factor I could believe that something like that could go through 400 ft of steel, which wouldn't be too different from going through 2000 feet of earth when tuned for it.
