This is what I am expecting now too. I think a fair amount of people will be disappointed but Iori does not want to be a fighter, Samura and Chihiro wouldn't want that for her either. Uruha inheriting Tobimune means he can fight against Hiruhiko and Kumeyuri.

Iori will probably return to her aunt and school life. She will be grieving but she won't be consumed by thoughts of revenge, she hasn't killed anyone which keeps her morally 'pure' and this allows her to be a good influence on Chihiro, much like Char is. She knows Iai so we might see her around for a training arc.
