The retarded practice of police being called to perform "welfare checks" on individuals who are (suspected to be) having a "mental health crisis".
There are so many of these being done that some police departments simply don't have the manpower to send pairs of cops, and they also end up sending people who are woefully unequipped to deal with an actual violent individual having a melty.
This is all downstream of deinstitutionalization and the practice of giving unhinged freaks meds and sending them home until they either hurt themselves or someone else.

Just a few decades ago, it was an effort by the liberals to reform black Americans and lift them out of poverty and ghettoness.

They tried doing it through welfare. They made government cheese in an advert to promote dairy consumption but now they are given food stamps (90% goes towards candy).

They tried it through no child left behind. But now blacks aren't punished due to truancy and a GED is an optional achievement.

It's actually quite funny seeing how much we gave up on them. Liberals and conservatives both gave up on blacks. We just let them do whatever they fuck they want in their own little circles and then execute them if they act out in public.
