Order doesn't really matter; the stories are independent.
Big TLDR is that the best way for both games, imo, is to do every "Chapter 1" first to recruit everyone, and then just rotate evenly throughout each character's story until you reach the finale for all of them.
If you want a framework, you can follow the level recommendations(i.e. start with the chapter with the lowest level reccomendation and work your way up. You don't have to stick to reccomended levels too much though, it's not that strict.)
In Octo 1, every character has the same number of chapters, so just do every character "Chapter 1", then do every character "Chapter 2", and so on and so on.
For Octopath 2 though, the chapter structure is a little bit different. Characters don't have the same number of listed chapters as each other(some characters have more chapters and some have less. It's the same general amount of content though; they just section them differently.) So for Octo 2, I would reccomend to do every character's "Chapter 1" to recruit everyone, and then follow the chapters' recommended levels(starting from lowest ofc)
*Also I've seen that some people like to create a party of 4, complete all of their chapters, and then go back to the other 4 to create a second party of 4 to do all of their own chapters. My opinion is that I heavily despise it. Your choice.
