The United Federation of Planets supports bestiality and incest, and by extension so does Starfleet. At the very least by the TNG era.
For incest, there are over 150 member worlds by this time, in almost every culture of our past there have been deep rooted elements of incest in lore and religion, as well as plenty of examples in human practices of some cultures. It's still prevalent between mother and son in some countries like Japan today. So, I postulate there must be at least a few worlds where this became common practice, or at least not looked at with outright hostility and disgust, likely after developing ways to counter the negative effects through gene therapy or manipulation. Therefore, there must be allowances for such things within the laws of the Federation. Please note, I am not talking about pederasty, only consensual adult interactions, as the Federation has clear laws about protecting children until adulthood, whatever the world's accepted age for that would be, likely at least full physical maturity and the end of brain development.
For bestiality, there are many examples. The Trill hosts entire existence, you don't communicate with the thing until it's "inside" you, protected heavily by their customs. Vulcan also regularly penetrate the minds of beasts such as Spock's pet Sehlat, as well as even more alien and less salient creatures such as the rock creatures known as Horta. This semi- or even non-consensual penetration would have to be as acceptable or unacceptable as physical penetration, as no Vulcan is punished for such acts during any of the shows, bestiality must be, to some extent, a legally protected practice.
