The queen in the story is still MIA and the only time Raptures were organized was because of a Heretic leading them over with their own calling signal. Most of the time Raptures just roam around without a goal. If they were truly organized then they would have found every Ark Elevator and in some way crawl themselves down to get to it thanks to further lore exposition. The only time Raptures were "commanded" was do to them called to a location from a Heretic or calling signal.
