Don't know, but Porsch SE (Holding) has plans for it. I still don't think anybody really wants a war and germany as far as I know wouldn't be ready for it. On the other side Russia also sucks big time as it seems, so the only threat would be nuclear or whatever kind of special rockets that can't be intercepted.
