It's this. I counted, Leafa's butt near the screen is 3 frames, it's blink and you'll miss it. After those 3 frames, we still have a ''pantyshot'' but her legs are further away from the screen...it's very tame stuff. Tona-Gura! has a real pantyshot in the opening (and her underwear even varies, that's dedication).
