They're artificial, yeah. Same with Luna/"The Moon". It's been turned into a frequency weapon by the Galactic Federation to prevent low-tech craft from leaving by creating the Van Allen belt using Earth's magnetosphere as a base. Luna doesn't even look like what it does from Earth, it has a holographic face covering it which is only visible from Earth.
I don't know a whole lot about Oumuamua but I suspect it's Anunnaki Zha'ami tech, probably spacecraft.
