A bit of both but mainly I think they were supposed to be more cute and comedic than actually sexy.
I kinda get the impression they were designed with the intent of being sexy femboys but Trigger didn't have the balls to commit to unironic male fan-service so they went with the buff zero-ass direction for the transformaton scene.
It's a shame because their default designs are breedable as fuck
