That's from a legend from the 1800s iirc. The "original" Sukuna was mentioned in the Nara period as a deformed man who was sentenced to death for killing people and ignoring the imperial decrees, but the Gifu prefecture considers him a kami or a saintly patron of their region. They believe he killed a giant snake on Mount Kurai, and when the first Emperor of Japan climbed that same mountain, Sukuna gave him a scepter made with the wood that prefecture is famous for to sanctify his rule. The mythology behind him it's actually quite complex and beautiful.
