Don't forget that making the most money isn't the only means of success. MHY made a brand out of the Honkai name and it worked.
HI3 never made as much money as Genshin or HSR but people still know characters like Himeko, Seele, Bronya, and Raiden a decade later. There mere mention of their names or merely looking like them gets people talking.
Meanwhile characters with insane numbers like Robin is already forgotten after only 1 year.

Imagine throwing one of the biggest and most well known character in the game into an event 1 year later and no one even cares.
What's funny is that HI3 never made as much money or got as much exposure as HSR but its characters still somehow became huge hits to the point that just seeing or mentioning them gets people to react. Meanwhile, Robin can't even get people to care. I don't think HSR characters will ever have the same impact as HI3 and Genshin characters.
